According to a report, the only thing which stands in the way of Kentucky Downs conducting a September 1 grand opening for its 'Instant Racing' machines is final approval by the Kentucky Horse Racing Commission

“We could not be more excited about taking the next steps in our plans to fully develop Kentucky Downs as a year-round entertainment destination,” Kentucky Downs President Corey Johnsen was quoted as saying in an article on thoroughbredtimes.com. “We are convinced that Instant Racing can and will have a significant positive impact on the Commonwealth in terms of job creation, investment in the state and restoring the vibrancy to Kentucky’s signature industry.”
Instant Racing machines allow punters to gamble on previously-run, 'historical' horse races.
