ORC Rules On Rideau Purses, Dates

The Ontario Racing Commission (ORC) issued a Notice of Decision to Rideau Carleton Raceway (RCR) on Friday, September 13 in which the Director denied the application for the redirection of purse funds from the purse account that RCR holds "in trust for Belleville Area Horse People" to the purse account of RCR.

As a result of the interrelation between the purse funding and the additional dates, the Director also did not approve the application for 14 additional Signature race dates.

RCR's application for the use of purse funds specifically focused on the full amount of purse monies held in trust by RCR. These purse monies represent the horse people's share of pari-mutuel commissions generated from teletheatres operated in the home market areas surrounding the former Quinte Raceway.

The application for the redirection of purse monies held in trust was received on June 4, 2013. On September 5, 2013, RCR filed an application for 14 additional Signature race dates on Thursdays beginning September 26 and requested that the two applications be decided and heard together.

After considering the submissions and applying the principles of the Ontario Racing Program, the Director made the decision to deny their applications. The reasons, included in the Notice of Decision, reference the lack of empirical evidence regarding horse supply and insufficient financial information related to RCR's business case and the purse account.

Any aggrieved party has the right to appeal the Director’s decision to the Commission.

So here we are in Ottawa poised to have a Casino/Racetrack as per OHRIA recommendations to the Ontario Racing Panel but we will not get support because of a) our "remoteness and/or b) some undisclosed problem between RCR and ORP in negotiations. We may be resilient but I think this takes the fight right out of me.

well here is a double standard for sure--the O.R.C. allowed purse money to be given to the port perry fair from belleville held in trust by kawartha downs but when a racetrack like rideau carlton wants to add additonal race dates for the horsepeople--suddenly they cant used the belleville money --i guess the orc is following the guidelines of premier wynne--no horse racing past the 400 east of toronto--another track bites the dust--sad sad sad
