USTA Issues Sanctions After Wagner Investigation

Following a comprehensive investigation conducted in collaboration with the Standardbred Racing Investigative Fund (SRIF), the United States Trotting Association (USTA) has issued sweeping disciplinary action against members of the Wagner family for orchestrating a fraudulent ownership scheme — commonly known as “bearding” — to circumvent regulatory suspensions and continue profiting from harness racing.

“Harness racing’s future depends on credibility, accountability, and transparency,” said USTA President Russell Williams. “No one — no matter how prominent — is above our rules. This investigation uncovered a calculated effort to defraud our registration system and the industry at large. The USTA has taken decisive action to protect the sport and uphold the integrity of competition.”

Kelsey and Pamela Wagner are now considered “persons not in good standing” under USTA Rule 4.130. Any member found conducting transactions or business involving these individuals or horses linked to them may be subject to additional penalties under USTA Rules 20.15, 20.17, 22.05, 22.06, and 26.12.

Members are advised to consult USTA officials prior to engaging in transactions with any horses or interests associated with the Wagner family.

“Bearding is not a loophole — it is a serious violation,” added Williams. “The USTA has a duty to ensure that only legitimate, transparent ownership structures govern our sport. We have taken strong action, and we will continue to do so whenever the integrity of harness racing is threatened.”

Kelsey and Pamela Wagner have the right to appeal these rulings to the USTA Executive Committee. John Wagner, having resigned, has no right of appeal.
