That comes from Ontario Racing Commission Chairman Rod Seiling, in an interview recorded yesterday with Trot Radio's Norm Borg. Seiling and Borg discuss the new urging rule coming into effect as of Sept. 1 for horse racing - including harness racing - in Ontario.
