Referendums On Casinos Nixed?

Word comes from Queen's Park that earlier this week the Liberal government quietly amended the Ontario Lottery and Gaming Corporation Act to remove any need for a municipality to vote in favour of a casino before

one could be built.

Posted to the Government's website on Tuesday, the regulation to the Ontario Lottery and Gaming Corporation Act removes any requirement for a municipal referendum. The language now indicates that "public input" must be sought.

3. In the case of a proposed gaming site to be established at premises in a municipality or on a reserve,
i. the municipal council or the council of the band, as the case may be, seeks public input into the establishment of the proposed gaming site and gives the Corporation, in writing, a description of the steps it took to do so and a summary of the public input it received, and
ii. the municipal council or the council of the band, as the case may be, passes a resolution supporting the establishment of the gaming site in the municipality or on the band’s reserve and gives a copy of the resolution to the Corporation.

Opposition parties were irate after learning the requirement for a referendum before hosting a casino had expired and quietly replaced earlier this week. Reports indicate that because the act wasn't changed and only one regulation was amended, the change didn't have to require approval of all three parties - just the Liberals.

"The government simply went in secret and put down a regulation they didn’t tell anybody about, taking that right away," said Michael Prue, finance critic for the NDP. "It’s input from the local council, but it’s not consultation with the people."

MPP Monte McNaughton had been pushing for his private members bill, Bill C76 requiring referendums in municipalities before any new gaming sites can be established. On May 3, the bill passed its second reading 57-16 and many Liberals voted in favour.

"This is just a sneaky, back-door approach. They’re not interested in listening to people at all," said McNaughton.

Two months ago, Premier Dalton McGuinty stated publicly that municipalities would need to hold referendums on and vote in favour of local casino expansion.

I spoke with Monte McNaughton this afternoon at Dresden Raceway. He told me that Bill C76 is definitely NOT dead. He said that it would be coming out of committee in about 10 days time and would go before the full house for third and final reading. Mr. McNaughton was confident that it would pass and he said that his bill would supercede McGuinty's little slight of hand last week. When asked what we might do to help ensure its passage he was very clear: "Call your closest Liberal MPPs, tell them who you are and that you believe that an issue as important as a casino in your community should be decided by the PEOPLE WHO LIVE THERE and not by a minority government."

Totally outrageous...this government has no regard for the voting public and has got to be stopped. They are putting their greed in front of the hard working people of Ontario and that is so wrong.

"....a sneaky, back door approach" is right. Now the opposition members know how the people in the horse industry feel. We didn't even get so much as the "back door". More like a sucker punch in the gut many times over. As McGuinty and his band of thugs go about destroying democracy in the province of Ontario, doctors, teachers, pharmacists, everyone involved in the racing industry and all of the professions and businesses that provide goods and services, tourism, etc., etc., are under attack--some to the point of being driven out of the province while others will be destroyed. How, pray tell, is that going to do anything to get Ontario out of trouble?
Relying on revenue from casinos is hardly a responsible plan. The market will only bear so many gambling establishments and we seem to be fairly well serviced as it stands. The government doesn't want to feel the wrath of the taxpayers by increasing taxes so they are taking the route of going after more "volunteer tax". The thing is, if people are betting more of their money in casinos, they are spending less of it on taxable goods and services. This idea of having shops, restaurants, etc. along side the casinos is so ludicrous it makes me wonder if there is anyone with a working brain behind these schemes. It might work in Vegas but in Ontario --- not likely. There is an over-abundance of shops, eateries, theatres, museums and so on that are already fighting for customers with many of them closing each year. The OLG's plan is all so hair-brained that it makes one wonder just what is being dangled in front of the government's nose to entice it into this scheme when the racinos are producing a cool 1.7 billion a year. Memo to McGuinty and company---if it ain't broke, don't fix it!

We need to get a Public Inquiry into the OLG right now, before they cause further damage. This is a provincial agency owned by the Province of Ontario (you and me, the taxpayers) and I believe we have every right to get an injunction against what they are doing and show us the "transparency" they keep alluding to. What is driving this destructive agenda??

I think OHRIA should seek whatever legal means are at their disposal to get this done, and if they need monies to do so, I am sure we have lots of willing donors to take them on.

60000 people times $100 is $6 million. That should be enough to get a class action suit started for a billion dollars.

Im not one of the 60000 but I have $100 to get this started. Any lawyers out there willing to take this case on?

The word impeachment comes to mind. Sounds like alot of behind the scenes deals went down and now everyone`s scrambling because they can`t go back. Do they really think we`re that stupid?

Where oh where is the investigations into fraud for this Government and OLGA something is wrong. Trading 60,000 jobs for 5,000 doesnt make sense. My three year old daughter knows the difference. Cannot the people impeach this government or better yet cannot the Federal Government do anything.

For those interested - I went online over a month ago and requested W5 and CBC investigate the likelihood that McGuinty etc. had established connections for personal gain - and were selling Ontario into debauchery and depravity, at the expense of 60,000+++ jobs and a multi-billion-dollar horse racing industry.

I have received no response.

I also raised the possibility of hiring Private Investigators at the OHHA meeting in Peterborough on Wednesday, but financial resources at OHHA are limited and better spent elsewhere.

The French saying "Qui accuse - s'accuse" - the finger of blame has three more pointing at the accuser. These guys (may) have committed a BIG crime - and their shady and semi-legal (totally immoral/unethical) behavior reflects a DRIVEN NEED to push this deal - NO MATTER THE HARM TO OTHERS. WHY??? Well Ralph there is such a thing as making and official complaint with the Ombudsmand of Ontario as well as making a formal complaint through the RCMP. Mr. Godfry is in conflict of interest if he is on various real estates boards and is pushing this through. Tax payers should have a right to launch an investigation. Ken

It's not a done deal.

Local Municipalities still have to pass by-laws to allow table games and they also have to issue a licence to the operators. If I'm not mistaken Ottawa passed a By-law last year to allow table games at Rideau Carleton but they never came. I just wonder if that By-law was specific for Rideau Carleton or was it for the whole city ? Could make a difference.

I wonder how the OLG can predict that when the Liberals can't even predict their income for a year and balance a budget.

It is time for the Conservatives and NDP To step up to the plate and defend the taxpayers in On. This Liberal government is nothing more than a dictatorship. We can not afford anymore of them. All of the mistakes they have made orng,green power, lies they tell, and they expect us to pay the bills. Maybe it's tome for a tax revolt. For sure someone is going to get their pockets lined big time over this.

Does anybody who reads these comments know anybody at CTV? We need to get W5 on this FAST to save not only horse racing but our whole province from a wildly out-of-control government.The NDP blew it big time when they didn't bring them down on the budget.

I'm sure a lot of people have been wondering if Ontario is in fact being operated by a Democratic Government. Well we don't have to wonder any longer do we? THE lIBERALS have proved convincingly that is a DICTATORSHIP.

It is almost beyond comprehension that they are that afraid of letting Bill C76 come to third reading and being approved.

I really think there needs to be a criminal investigation held into this matter. I know Godfrey is a member of the board of a real estate corperation, wonder how much that company is going to profit from this? This just reeks of corruption!

Anyone heard of the term "Police State"

I wonder how Andrea Horwath and her NDPs feel now about not voting against the budget. It seems racing is finished and no referendums are required for new casinos. Without defeating the budget and calling an election, it now appears that horseracing in Ontario is doomed.

I wonder if the Honourable(?) Andrea Horwath now realizes her mistake in supporting this governments budget instead of deeating it when she had the chance.... I for one think that the one last part of her support agreement (the 'supertax on the rich), will be amended into non-existance in the final budget. This government must fall and as fast as is possible!!!

Am i the only one thinking that this sudden and determined course of action by the government reaks of backroom meetings and agenda's? Maybe someone should be looking to see who's getting the pay off from the mega casino owners, who would benifit the most,from our liberal governments current course of action. Something here stinks and its not horse manure!

Where are the collective voices of the NDO and the Conservatives to object tho this back door insert to remove the referendum from the voice of people of Ontario. There is no democracy left in Ontario. Dictatorship and ruthless.

This is just another example of the under-handedness and anarchy that this gov't is known for. I thought we lived in a democracy. This gov't must go and the sooner the better.

This government is a joke. They play all these games and in the long run they will have their day. They are making far to many mistakes. They don't realize this industry will not fold without a fight and many successful people love the industry. I for one own horses for many years and I will never vote Liberal. Funny thing about that my parents being from Italy came to this Country in 1955 always voted liberal but this will change their vote! One by one the spin-off effect will hurt this joke of a government.

Typical. The same way that they 'quietly' got rid of Witmer to possibly allow a Liberal to be elected, thus giving them a majority. And if that doesn't work, they will keep at the opposition members until they get what they want. Talk about manipulative and underhanded! This government simply can't be trusted. The people of Ontario need to be told, over and over again, the truth about McGuinty and his band of cronies!

Lynne, I stated eartier that I intended to go to work a day for the conservative candidate in the Kitchener/Waterloo by-election this fall. I live in Courtice but if they wish my help I will go and knock on doors etc. I would urge other members to also show we can be a force to support candidates supporting racing.
