It has been reported that the Kentucky Senate is expected to make a major change in position on its stance on 'instant racing' in the state today

According to an article by the Lexington Herald-Leader, Kentucky Senate President David Williams has said that instant racing will be removed from a House Bill 368 which is currently under consideration.
According to the report, Williams has stated that the bill will require that if Kentucky Governor Steve Beshear or the Kentucky Horse Racing Commission authorizes instant racing, a 1.5 per cent tax on the wagering would go to increase track purses or incentives to breeders.
The move would reportedly put the act of expanding gambling on the governor, who could issue an executive order for instant racing, or on the state racing commission, which could issue an administrative regulation for it.
