Reports indicate that the proposed cuts to horse racing outlined in Wednesday's Drummond Report may not simply be recommendations in the name of general austerity. Those recommendations could stem from a yet-to-be released OLG study

According to Bullet News Niagara, the possible changes to Ontario's land-based gaming likely originated from this year-long study that isn't quite complete but will be "soon" according to OLG spokesman Tony Bitonti.
“The public thinks this just came out of the blue,” a confidential source told Bullet News. “But this tracks back to the OLG study no one else is privy to.”
Bitonti did confirm that Drummond consulted with senior OLG officials in his research for the recommendations, in much the same vein as he did with other government agencies covered in the report. Sources to Bullet News believe that the province has received a draft copy of the yet-to-be-public OLG study.
The finance critic for the PC Party, MPP Peter Shurman, doesn't think Drummond would make such recommendations without information to reinforce his findings. In an interview with Bullet News, Sherman stated that Drummond "doesn’t just throw darts at a board."
