AGCO Directive On Extreme Weather

As part of Moving Ahead: Horse Racing Regulation in Ontario project and consistent with the AGCO’s movement towards less prescriptive, more standards-based rules, the Alcohol and Gaming Commission of Ontario (AGCO) is releasing the following Directives which are effective immediately, revising the current rules for weather to specifically provide for extreme temperature.

• Standardbred Directive No. 4 – 2017 – Standards-Based Temperature Rules
• Thoroughbred Directive No. 3 – 2017 – Standards-Based Temperature Rules

These Directives update both the AGCO’s Standardbred and Thoroughbred Rules of Racing, making the updates to the following chapters:

• Standardbred Rules of Racing, Chapter 21 - Postponement and Cancellation
• Thoroughbred Rules of Racing, Chapter 3 - Racing Association and Association Officials

These rule changes were developed following consultation with Ontario’s horse racing industry. The AGCO will continue to work with industry participants as these changes are implemented.

Dans le cadre du projet Aller de l’avant : la réglementation des courses de chevaux en Ontari o et dû au fait que la CAJO adopte des règles moins normatives et davantage axées sur des normes, la Commission des alcools et des jeux de l’Ontario (CAJO) rend publiques les Directives suivantes qui entrent en vigueur immédiatement et qui ont pour effet de réviser les règles actuelles concernant la température en vue de tenir compte précisément des températures extrêmes.

• DIRECTIVE POUR LES CHEVAUX DE RACE STANDARDBRED NO 4 – 2017 – Règles fondées sur des normes concernant la température

• DIRECTIVE POUR LES CHEVAUX DE RACE THOROUGHBRED NO 3 – 2017 – Règles fondées sur des normes concernant la température

Ces directives mettent à jour les règles sur les courses de chevaux standardbred et thoroughbred de la CAJO. Ces mises à jour touchent les chapitres suivants :

• Règles sur les courses de chevaux standardbred, Chapitre 21 – Ajournement et annulation
• Règles sur les courses de chevaux thoroughbred, Chapitre 3 – Associations de course et officiels de l’association

Ces modifications aux règles découlent de consultations auprès des membres de l’industrie des courses de chevaux de l’Ontario. La CAJO continuera à travailler avec ceux-ci pour la mise en œuvre de ces changements.

I'm wondering why the races were cancelled on Thursday at Flamboro and yet went ahead on Friday at Western Fair when it was even colder. Is any consideration given to the humans involved? The local public health departments warned it was dangerous to be outside. Surely this should be a consideration in the future.

If it is necessary to have additional vets etc etc is that not an indication that it is not in the best interest of the horse to perform? Why would wind chill not factor in? This is not definitive enough.

Congratulations... it's about time. We're supposed to put the horse first, yet it has taken all these years to implement Extreme Weather Conditions. New Year's Eve activities across the country were canceled or scaled down for the public, yet all 3 racetracks in Ontario (Flamboro, Western Fair, and Rideau Carleton) raced that day with no adjustments to there schedule whatsoever. I know we want to attract new public interest to the sport, but do we need to do it this way? Even with these new Directives, there is still No Mandatory Cancellation being implemented because of Temperature. Nor do I see any consideration being given to a "Wind Chill" effect?
