According to a report, a judge has ruled that Louis Cappelli – who had wanted to relocate Monticello Raceway to the site of the old Concord Hotel – owes Monticello Raceway horsepeople more than $400,000.
The article, by the Times Herald-Record, states that Cappelli – who was a member of the Empire Resorts Board of Directors at the time – signed a deal with Monticello horsepeople in 2008.
The report states that Cappelli never paid the horsepeople, but that a subsidiary of Empire eventually did.
The article states that Sullivan County Supreme Court Judge Michael McGuire has ruled that Cappelli must pay.
