Eligibility:

For foals born in 2022. To be raced as 2-year-old pacing fillies in 2024 that are registered with Standardbred Canada or the United
States Trotting Association prior to the date on which nominations close (May 15, 2024) and are (a) sired by a stallion that stood in Canada for the entire 2021 breeding season, OR (b) non-Canadian sired fillies that are wholly owned by residents or citizens of Canada from the time of nomination (May 15, 2023) provided that: (i) if the owner is a partnership, stable, corporation or a similar entry, all partners, members or shareholders must be residents or citizens of Canada; (ii) if leased, both lessor(s) and lessee(s) must be residents or citizens of Canada;
(iii) to remain eligible to either event, fillies must continue to be wholly owned by residents or citizens of Canada at the time the event is
contested; (iv) the sale of a nominated filly to a non-resident or non-citizen of Canada eliminates it from further eligibility as of the date of the sale, and
(v) all sales of nominees both before and after nominations must be bona fide sales.
For the purpose of these conditions, “residents of Canada” are persons who maintain their permanent residences in Canada at the time
nominations closes and resided in Canada for at least 183 days between January 1st of the current year and the declaration date. “Citizens of
Canada” are persons who maintain their Canadian citizenships.

Conditions:

In this document, the words and expressions below have the
following signification :
R.A.C.J. : “Régie des Alcools, des Courses et des Jeux”.
RULES : Rules Respecting Standardbred Horse Racing apply to
this program
CJQ : Quebec Jockey Club / Club Jockey du Quebec
1. SPONSOR : Stake race in division with an advertised purse by
Standardbred Canada and Quebec Jockey Club.
2. NOMINATION FEE : Nomination fees are payable by cheque
(in Canadian dollars and drawn on a Canadian bank) made out
to Standardbred Canada and must be submitted to the stake
office at Standardbred Canada, 2150 Meadowvale Blvd,
Mississauga, Ontario, Canada L5N 6R6 at the latest by the
closing date of the said payments.
If less than 15 fillies are nominated, the event may be canceled
Nomination forms must be duly completed for each horse
entered. These forms are available at the QJC’s office, on the
QJC’s web site (www.quebecjockeyclub.com) and on the
Standardbred Canada web site (www.standardredcanada.ca).
3. STARTING FEE : The starting fee is payable in cash or by
cheque (in Canadian dollars and drawn on a Canadian bank)
made out to Quebec Jockey Club to the race secretary at
Hippodrome 3R racetrack at least one hour before the start of
the race. However, Quebec Jockey Club reserves the right to
request that starting fees be paid in one form or another.
The starting fee must be paid in due time even if a horse fails to
start in that event, unless it is withdrawn before declaration’s
close.
Horse whose starting fee has not been paid on time will be
struck from the list of starters. However, the fee remains
payable.
Starting fees may also be paid at the QJC’s office 1850 boul.
Des Forges, Trois-Rivières, Quebec, G8Z 0A2, after the horse is
entered, no later than 4:00 p.m. on the day of the event
(only during the business hours of said office).
4. LIABILITY : As a courtesy, Standardbred Canada and Quebec
Jockey Club will make every effort to inform its clients
regarding payments for 2023 Lucien Bombardier Pace. It
remains the owner, owner’s agent or trainer’s responsibility to
ensure all payments are received within the specified limits of
time allowed.
Standardbred Canada and Quebec Jockey Club are in no way
responsible for verifying whether a horse is eligible. That is the
owner, owner’s agent or trainer’s responsibility.
5. TERMS AND CONDITIONS OF PAYMENT : In case of a
payment of nomination fee delivered by mail, it’s an obligation
that a postmark appears on the envelope. Standardbred Canada
and Quebec Jockey Club will consider having received the
payment by the date and time postmarked on the envelope.
Standardbred Canada and Quebec Jockey Club will not accept
inadequacies in the postal system as an excuse for late
payments. It is, therefore strongly suggested that payments be
made by registered mail to ensure safe delivery.
Payment sent by messenger service, which holds a Canada
transport licence, is considered received by Standardbred
Canada and Quebec Jockey Club on the date and time as shown
on the waybill.
6. ELIGIBILITY: For foals of 2022. To be raced as 2-year-old
pacing fillies in 2023 that are registered with Standardbred
Canada or the United States Trotting Association prior to the
date on which nominations close (May 15, 2023) and are
(a) sired by a stallion that stood in Canada for the entire
2019 breeding season, OR
(b) non-Canadian sired fillies that are wholly owned by
residents or citizens of Canada from the time of nomination
(May 15, 2023) provided that:
(i) if the owner is a partnership, stable, corporation or a
similar entry, all partners, members or shareholders must
be residents or citizens of Canada;
(ii) if leased, both lessor(s) and lessee(s) must be
residents or citizens of Canada;
(iii) to remain eligible to either event, fillies must
continue to be wholly owned by residents or citizens of
Canada at the time the event is contested;
(iv) the sale of a nominated filly to a non-resident or noncitizen
of Canada eliminates it from further eligibility as of
the date of the sale, and
(v) all sales of nominees both before and after
nominations must be bona fide sales.
For the purpose of these conditions, “residents of Canada” are
persons who maintain their permanent residences in Canada at
the time nominations close and resided in Canada for at least
183 days between January 1st of the current year and the
declaration date. “Citizens of Canada” are persons who
maintain their Canadian citizenships.
For a horse to start in this event, the owner, the owner’s agent
or the trainer must :
Enter the horse in the race;
Ensure that by the time of registration, the horse meets the
qualifying standards of the Hippodrome 3R;
Ensure that by post time, the horse’s name does not appear on
the qualifying list;
Ensure that nomination fee was paid within allotted time;
Ensure that the starting fee is paid within the allotted time.
Standardbred Canada and Quebec Jockey Club reserves the
right to verify, or have verified any horse, gelding or mare’s age
by the following criteria, the registration certificate and the
examination of the horse’s teeth.
7. FAILURE TO MEET CONDITIONS : Horse failing to meet the
criteria governing eligibility for a participation in that event will
not be permitted to start.
Horse whose nomination fee, starting fee or any other fee
relative to the "2024 Lucien Bombardier Pace" is not paid in
due time, will be barred from starting in any events totally or
partially financed by Quebec Jockey Club, as long as the sum
due is not paid. This applies even under the new ownership.
A returned cheque by the bank with the note “Insufficient
funds” is considered not paid with the inherent consequences.
8. DECLARATION : A horse’s declaration for that event is
obligatory and must be submitted to Hippodrome 3R’s racing
office, before the declaration closing date and time for that
event.
The owner, the owner’s agent or the trainer may withdraw the
declaration before the closing date and time for the event.
Subject to section 19, declaration closing dates and times are
those appearing on the schedule approved by RACJ and
published by Hippodrome 3R.
9. MINIMUM OF HORSES REQUIRED : To held that event, the
minimum horses entered will be of six (6) separate betting
interests, otherwise the event may be cancelled. In that case,
nomination fees of each nominated horses will be refunded.
10. STARTERS: If more than 9 fillies are declared to start, the
event will be contested in more than one division with a
maximum of 9 fillies per race.
11. POST POSITIONS : Post positions shall be drawn by lot.
These drawings will be done with Standardbred Canada’s
automated post position program.
All post position draws will be held at location, date and time
appearing on the schedule approved by RACJ and published by
Hippodrome 3R. The draw is open to the public.
12. PURSE : The advertised purse for the event will be $15,000
(an amount to be determined will be contributed by
Standardbred Canada and other amount by Quebec Jockey
Club. All nomination and starting fees will be added to the
purse.
If the race will be contested in more than one division, the
purse in each race will be determined as follow : (a) the
amount of the advertised purse and nomination fees shall be
equally divided among the divisions and (b) the starting fees
shall be divided among the divisions in proportion to the
number of starters in each division.
13. PURSE DISTRIBUTION : The purse in each division will be
divided as follows, according to the rules :
5, 6, 7, 8, 9 starters : 50%, 25%, 12%, 8%, 5%
4 starters: 50%, 25%, 15%, 10%
3 starters : 55%, 30%, 15%
2 starters : 65%, 35%
1 starter : 100%
14. DISTANCE: The 2023 Lucien Bombardier event to be over a
distance of one mile.
15. INFORMATION VALIDATION: Standardbred Canada records
shall be accepted as being official information on each horse.
16. RETENTION BARN: Quebec Jockey Club and Hippodrome
3R reserves the right to require that any or all horses
participating in the 2023 Lucien Bombardier event are brought
to a retention barn. During the retention, section IV of the
Track Rules will be enforced.
17. DRIVER’S REMUNERATION: Quebec Jockey Club reserves
the right to withhold 5% of each part of the purse won by a
horse, in addition to all applicable taxes for the horse’s driver.
18. TRAINER’S REMUNERATION: Quebec Jockey Club reserves
the right to withhold 5% of each part of the purse won by a
horse, in addition to all applicable taxes for the horse’s trainer.
19. SCHEDULE CHANGES: Quebec Jockey Club reserves the
right to change the dates and locations on the schedule of the
event, subject to RACJ approval. QJC will take all necessary
measures to advise its clientele of any modification.
20. INTERPRETATION: The conditions governing eligibility for
and participation in the “2023 Lucien Bombardier Pace” have
been approved by Quebec Jockey Club and the RACJ. The
RACJ’s interpretation of this program prevails.
