MPHRC Introduces New Conduct Standards

The Maritime Provinces Harness Racing Commission (MPHRC) has introduced a new set of Conduct Standards for licensees, reinforcing its commitment to integrity, professionalism, and accountability across the harness racing industry in the Maritime provinces.

These standards establish clear expectations for all licensees both on and off the racetrack, including conduct toward officials, fellow participants, and members of the public, as well as online behaviour. The standards also place a strong emphasis on animal welfare, respect in the workplace, and maintaining public confidence in the sport.

“The goal of these standards is to ensure that everyone involved in racing understands what is expected of them,” said Derek Folland, Director of Racing. “We want to promote a professional, respectful environment while also protecting the integrity and reputation of harness racing.”

The Conduct Standards also introduce a formal Duty to Report, requiring licensees to report any conduct or situation that may impact the safety, integrity, or reputation of the industry. This approach is intended to support transparency and shared responsibility among all participants.

Under the new framework, the Commission maintains its authority to investigate concerns and take disciplinary action where necessary, including warnings, fines, suspensions, or other measures in accordance with the Rules of Racing. The MPHRC stated that "these standards will strengthen the industry by providing clear guidance, supporting consistent decision making, and reinforcing confidence among participants and the public."
