The California Horse Racing Board conducted its regular monthly meeting Monday, March 14, at Santa Anita Park. The Board approved the licenses for both XpressBet and TwinSpires to provide ADW wagering in California for the balance of 2011, subject to conditions

A CHRB release explains that each company must renew a labour agreement that was in effect last year.
The board placed an additional condition on TwinSpires requiring that all agreements pertaining to simulcasting of California races be executed by 11:00 a.m. on Friday, March 18, or TwinSpires will lose its license to do business in California both in terms of accepting wagers from California account holders and accepting wagers on California races from out-of-state customers.
California Horse Racing Board Chairman Keith Brackpool presided the meeting, while vice chairman David Israel and commissioners Bo Derek, John Harris, Jerry Moss, and Richard Rosenberg were in attendance.
The TwinSpires application was approved, subject to the two aforementioned conditions, by a 5-1 vote, with Israel voting against granting the license.
