California's Position On Rick Dutrow

In recognition of the action taken by the New York State Racing and Wagering Board revoking the training license of Richard Dutrow, Jr. and barring him from any racing facilities in New York for 10 years, and in response to media inquiries, the California Horse Racing Board instructed the stewards at Santa Anita Park to review the ruling and state their position on the trainer’s status. In response, the stewards stated the following:

“California Horse Racing Board Rule 1484 (Evidence of Unfitness for License) states in part, ‘If any…licensee is under suspension, set down, ruled off, excluded from the inclosure, or otherwise barred from any racing occupation or activity requiring a license, it is prima facie evidence that he or she is unfit to…participate in racing in this state as a licensee during the term of any suspension or exclusion from racing imposed by any competent racing jurisdiction.’

“Consequently, under the provisions of the aforementioned rule, Mr. Dutrow would be precluded from racing in California absent a temporary restraining order issued by a court of competent jurisdiction.”
