
The Alcohol and Gaming Commission of Ontario (AGCO) is committed to fostering a safe, respectful, and inclusive environment for all participants licensed by the AGCO within Ontario’s horse racing industry. An environment free from harassment, discrimination, bullying, or any form of misconduct is the standard expected of all licensees.
All racing licensees and employees are expected to treat one another with courtesy, professionalism, and fairness; and to uphold the integrity of the sport through ethical conduct.
Zero tolerance for harassment and discrimination
In alignment with other professional sports, all AGCO racing licensees are reminded that making, issuing, authorizing, or endorsing any statements (including through social media) that have or are designed to have an effect prejudicial to the sport of horse racing, or are publicly critical of officials, may constitute a violation and may be subject to potential discipline under TB 16.02.01 and SB 5.11. In addition, AGCO racing licensees should never disparagingly or negatively refer to another participant or official's personal life, family, race, color, ethnicity, national origin, religion, sexual orientation, or any other status or characteristic protected by law.
Harassment and discrimination in any form is strictly prohibited
This includes, but is not limited to:
- Verbal harassment – Insults, derogatory comments, threats, or offensive language.
- Physical harassment – Unwanted physical contact, intimidation, or aggressive behaviour.
- Sexual harassment – Unwelcome advances, inappropriate comments, or coercion.
- Discrimination – Unfair treatment based on race, gender, sexual orientation, disability, religion, or other protected grounds.
- Online harassment – Bullying, cyberstalking, or spreading harmful content via social media or other digital platforms.
Violations for non-compliance
The AGCO has and will continue to issue monetary penalties and suspensions relating to verbal harassment and misconduct violations aimed at Association Officials, Official or Commission Veterinarians and Race Officials. Racing cannot be conducted without these professionals, who are there to protect racehorses and the integrity of the sport. Within the past year, the AGCO has issued sanctions for harassing behaviour and misconduct ranging from $200 to up to a 30-day suspension.
The horse racing industry relies on respect, teamwork, and integrity for its long-term success. Upholding these values is essential to ensuring a fair, safe, and welcoming environment for all.
Violations will be addressed with seriousness, and every effort will be made by our Officials to maintain the highest standards of professionalism and respect in the sport.
Reporting misconduct
Individuals who experience or witness misconduct are encouraged to report it to the AGCO Race Officials.
