This is only an opinion or a thought because I do realize the difficult job it will continue to be trying to fill race cards with the lack of entries for race secretarys

We should not battle the potential of short fields. Adding conditions to fill classes generally upsets owners whos horses fit original conditions. These horses added to fill classes are now less horses available for the next draw so the problem arises right back again the next draw. Short fields may be a blessing to help compensate owners racing for so much less than what we really need to race for to even make it feasable.

Short fields due to the current horse population would also be a welcome feature to owners who seem to draw the outside time and time again. I am sure the number of scratches will be greatly reduced

Short fields also would give every horse an opportunity to be lined up on the starting gate. I really dont believe any horse should be handicapped as a trailer

I believe once owners see shorter fields, they may decide to invest in some new livestock or at least be less likely to dump horses as quick as they have been

Shorter fields allow less owners to go home empty handed on race nights. Any cheque helps in todays racing market.

From a handle point of view, I dont think it will matter a whole lot because the 2 or 3 outside horses hardly get any wagers anyways.

While there are pros and cons to everything, short fields could be a quick fix for the short term
