AGCO Temporarily Amending Rules

On Wednesday, May 20, the Alcohol and Gaming Commission of Ontario announced that it will temporarily amend a number of rules in order to accommodate the return to racing and ease industry burden, while also ensuring welfare for equine and human athletes and other racing participants.

Industry Notice: Return to Racing, Temporary Rule Amendments

To prepare for the return to racing, the AGCO is actively reviewing Ontario’s horse racing rules and regulations to ensure responsible measures are taken to help contain the spread of COVID-19. Our Racing Officials have also worked with a number of industry stakeholders including racetrack management, horsepersons’ associations, veterinarians, and wagering bodies to seek input and address concerns related to the start of racing.

As a result of these discussions, and pursuant to s. 2 of the Horse Racing Licence Act, 2015 and the Rules of Racing, the Registrar will temporarily amend a number of rules in order to accommodate the return to racing and ease industry burden, while also ensuring welfare for equine and human athletes and other racing participants. The AGCO will closely monitor the impacts of these temporary changes to determine how long these measures will be in effect and to ensure they are meeting their desired outcomes. The AGCO will be flexible in the event that any of the measures identified requires further amendment in order to uphold the health and safety of horse racing participants and racehorses.

In addition, the AGCO will continue to work to release additional changes that pertain to racing activities in the coming weeks.

Avis à l’industrie : Retour aux courses, modifications temporaires des règles

Afin de préparer le retour aux courses, la CAJO examine activement les règles de l’Ontario en matière de courses de chevaux afin de s’assurer que des mesures responsables sont prises pour aider à contenir la propagation de la COVID-19. Nos responsables des courses ont également travaillé avec un certain nombre d’intervenants du secteur, notamment des gestionnaires d’hippodromes, des associations de professionnels du cheval, des vétérinaires et des organismes de paris, afin de recueillir des commentaires et de répondre aux préoccupations liées au retour des courses.

À la suite de ces discussions, et conformément à l’article 2 de la Loi de 2015 sur les licences de courses de chevaux aux Règles sur les courses, le registrateur modifiera temporairement un certain nombre de règles afin de tenir compte du retour aux courses et d’alléger le fardeau administratif du secteur, tout en assurant le bien-être des athlètes équins et humains et des autres participants aux courses. La CAJO suivra de près les impacts de ces modifications temporaires afin de déterminer la durée d’application de ces mesures et de s’assurer qu’elles atteignent les résultats souhaités. La CAJO fera preuve de souplesse au cas où l’une des mesures identifiées nécessiterait une nouvelle modification afin de préserver la santé et la sécurité des participants aux courses de chevaux et des chevaux de course.

En plus, la CAJO continuera à travailler pour publier des changements supplémentaires qui concernent les activités de course dans les semaines à venir.
