AGCO fines Standardbred driver Louis-Philippe Roy $5,000 for comments questioning the integrity of Race Officials
On October 30, 2026, the Alcohol and Gaming Commission of Ontario (AGCO) issued a $5,000 monetary penalty to Standardbred driver Louis-Philippe Roy for violating Rule 6.20(b) of the Rules of Standardbred Racing.
As outlined in Ruling 3955337, the regulatory action relates to comments made by Roy during a national broadcast from Woodbine Mohawk Park that called into question the integrity of Race Officials.
Confidence in the fairness and integrity of racing is fundamental to the sport. Ontario's Rules of Racing establish standards of conduct to support the integrity of racing in the province. Participants are entitled to disagree with officiating decisions and to raise concerns through the appropriate review, complaint or appeal processes. Public comments that make unfounded allegations about the integrity or impartiality of Race Officials undermine that confidence and are prejudicial to the best interests of racing.
A licensed horse racing participant issued a ruling under the Rules of Racing has the right to appeal the ruling to the Horse Racing Appeal Panel, an independent adjudicative body.
The AGCO issued this regulatory action for a violation of the following provision of the Rules of Standardbred Racing:
Rule 6.20(b): A participant shall be considered to have violated the Rules for any misconduct prejudicial to the best interests of racing.
