The office of New York Governor Andrew Cuomo announced late last week that Bennett Liebman has been appointed to serve as the deputy secretary for Gaming and
Racing.
Prior to joining the Cuomo administration, Liebman was the executive director of the Government Law Center at Albany Law School. Under Liebman’s leadership, the Government Law Center established the United States' first full-time racing and gaming law program which focuses on the study of law and policy as it relates to various aspects of gaming, including horse racing, Indian gaming, lottery, casino gaming and charitable gaming.
Previously, Liebman served as counsel for the New York State Assembly Racing and Wagering Committee where he was responsible for conducting legal research for the State Assembly on all facets of legalized gambling. From 1988 to 2000 he served as commissioner of the New York State Racing and Wagering Board which oversees horse racing, off-track betting, bingo, games of chance, and Indian casino gaming.
Liebman earned his B.A. from Union College and his J.D. from New York University School of Law.
