It has been reported that on Monday, December 13 the Kentucky Horse Racing Commission delayed a vote in regard to advance deposit wagering

An article by courier-journal.com explains that commission member Frank Jones requested the delay, and that he hopes a compromise can be reached between Churchill Downs Inc. and the KHRC.
The report states that some KHRC members are in support of forcing advance deposit wagering companies to be licensed in order to protect residents of Kentucky via bonds if one of the wagering companies fails. The article also explains that the regulation would make ADW companies which are applying to provide an audit of internal controls and financial statements.
The report cites Churchill Downs Inc. President Kevin Flanery as saying the proposed requirements could make some of the ADW companies decide not to accept wagers on races in the State of Kentucky.
