More Temporary AGCO Rule Amendments

On Wednesday, May 27, the Alcohol and Gaming Commission of Ontario announced that it will temporarily amend a number of additional rules to accommodate the return to racing and ease industry burden, while also ensuring welfare for equine and human athletes and other racing participants.

The AGCO has stated that it will closely monitor the impacts of the temporary changes to determine how long they should remain in effect and to ensure they are meeting their desired outcomes. The AGCO will be flexible if any of the measures identified require further amendment, in order to uphold the health and safety of horse racing participants and racehorses.

Return to Racing: Additional Temporary Amendments to the Rules of Racing

On May 20, 2020, the Registrar announced a number of Temporary Rule Amendments to address pre-racing activities associated with the return to racing. These amendments were based on the Alcohol and Gaming Commission of Ontario’s (AGCO) active review of Ontario’s horse racing rules and regulations, and industry input, to ensure responsible measures are taken to help contain the spread of COVID-19.

As a result of these efforts, and pursuant to the Horse Racing Licence Act, 2015 and the Rules of Racing, the Registrar will temporarily amend a number of additional rules to accommodate the return to racing and ease industry burden, while also ensuring welfare for equine and human athletes and other racing participants.

The AGCO will closely monitor the impacts of these temporary changes to determine how long they should remain in effect and to ensure they are meeting their desired outcomes. The AGCO will be flexible if any of the measures identified require further amendment, in order to uphold the health and safety of horse racing participants and racehorses.

Standard for All Associations Regarding their Plans to Re-Open

Administration Directive No. 1 – 2020 Association Re-Opening Plan requires that each Association establish, implement, and maintain a COVID-19 pandemic re-opening plan, and that it be made available to the public. As part of this standard, Associations are required to submit their plans to the Registrar at least two business days prior to the anticipated site opening for live racing. It also indicates that an Association may not open a site for live racing until the Registrar has provided the Association with approval to do so.

Retour aux courses : Modifications temporaires supplémentaires des règles sur les courses

Le 20 mai 2020, le registrateur a annoncé un certain nombre de modifications temporaires des règles pour traiter les activités préparatoires concernant le retour aux courses. Ces modifications étaient fondées sur l’examen actif des règles de l’Ontario en matière de courses de chevaux par la Commission des alcools et des jeux de l’Ontario (CAJO) et sur les commentaires de l’industrie, afin de s’assurer que des mesures responsables sont prises pour aider à contenir la propagation de la COVID-19.

Suite à ces efforts, et conformément à la Loi de 2015 sur les licences de courses de chevaux et les règles des courses, le registrateur modifiera temporairement un certain nombre de règles supplémentaires pour tenir compte du retour aux courses et alléger le fardeau administratif du secteur, tout en assurant le bien-être des athlètes équins et humains et des autres participants aux courses.

La CAJO suivra de près les impacts de ces changements temporaires afin de déterminer leur durée possible d’application et de s’assurer qu’ils atteignent les résultats escomptés. La CAJO fera preuve de souplesse si l’une des mesures identifiées nécessite une nouvelle modification afin de préserver la santé et la sécurité des participants aux courses de chevaux et des chevaux de course.

Norme pour toutes les associations concernant leurs projets de réouverture

La Directive de l’administration nº 1 - 2020 - Plan de réouverture de l’association exige que chaque association établisse, mette en œuvre et maintienne un plan de réouverture en situation de pandémie COVID-19, et que ce plan soit disponible au public. Dans le cadre de cette norme, les associations sont tenues de soumettre leurs plans au registrateur au moins deux (2) jours ouvrables avant l’ouverture prévue de leur site pour les courses en direct. Elle indique également qu’une association ne peut pas ouvrir un site pour des courses en direct avant que le registrateur n’ait donné à l’association l’autorisation de le faire.
