KHRC Exec's Horses Can Race Out Of State

John Ward, the incoming executive director of the Kentucky Horse Racing Commission, and his wife, Donna Ward, have been cleared by the Executive Branch Ethics Commission to have their trainees compete in pari-mutuel races outside of the state of Kentucky

The news comes courtesy of a report by The Courier-Journal, which has explained that the ethics commission also found that it would be a conflict of interest if either of the Wards were able to train horses that participated in races within state borders.

In regard to possibly of the Wards being in a bloodstock-advisory role in Kentucky at some point in the future, the commission stated that “(it) will require that you exercise a heightened awareness of the Executive Branch Code of Ethics.”
