The Woodstock Police Force has concluded no criminal charges will be laid after a full investigation into the tragic incident that resulted in the fatality of a child on June 14, 2025 at Connell Park Raceway, according to New Brunswick media reports.

A three-year-old child, identified as Gunnar Dickison, was struck by the starting gate when leaning over the fence along the racetrack during a live race on June 14 and transported to Upper River Valley Hospital, where he later passed away from his injuries.

The Telegraph-Journal has reported that police and Crown prosecutors concluded there were "insufficient grounds to proceed with criminal charges" after examining video footage, witness interviews and physical evidence.

"There has to be a wanton or reckless disregard for the lives or safety of other persons," Deputy Chief Simon Watts was quoted as saying in the Telegraph-Journal article. "After the completion of the investigation and in consultation with the Crown prosecution service, it was determined that the offence threshold was not met."

The Town of Woodstock and its Council members cleared Horse Racing New Brunswick to proceed with live racing later in the summer after safety precautions were implemented, including the installation of a temporary 425-foot fence trackside that is planned to be replaced by the municipality this spring with permanent fencing.

The Telegraph-Journal reported that a civil lawsuit is expected in connection with the incident.
