The Prince Edward Island Harness Racing Industry Association (PEIHRIA) has announced the recipients of the inaugural P.E.I. Matinee Racetrack Development Program Bursary, sponsored by Bill and Denise Andrew of Meridian Farms.

The bursary was created for individuals who have participated in the P.E.I. Matinee Racetrack Development Program, have graduated high school and will be attending a post-secondary institution to further their studies.

Julia Clow and Jessica Noye are the 2025 recipients and will each be awarded a $500 bursary to assist with their post-secondary education expenses.

Jessica Noye is the daughter of Jay and Mary Jean Noye of Clyde River, P.E.I., and has been involved in harness racing from an early age. As a child, she would travel the matinee circuit to help with her parent’s horses as a groom as well as assisting her father with record-keeping for the matinee program. She is entering the Practical Nursing Program at Holland College this fall.

Julia Clow is the daughter of Les and Deanna Clow of Cornwall, P.E.I., and has also been involved in harness racing from an early age. Julia was introduced to harness racing by her mother and father. The family would travel the matinee circuit each summer to help her brother, Brett, gain experience on his path to becoming a pari-mutually licensed driver. Julia learned to look after racehorses at an early age and found her passion in grooming for her brother during the matinee events. Julia will be attending UPEI in the fall and pursuing a degree in Psychology.

The PEIHRIA would like to extend congratulations to the winners and thank all the students who submitted applications for the bursary.
