NYRA Can't Trace All Overcharged Wagers
It has been reported that the New York Racing Association cannot trace all of the $1.2-million it wrongfully overcharged bettors that had wagered on exotics that had the wrong takeout rate attached to them

An article by The Saratogian has quoted NYRA President and CEO Charles Hayward as this week telling a franchise oversight board that, “for people who bet with a ticket, we’ll never be able to find those customers.”
When one of the board members asked how NYRA auditors missed the overcharging, Hayward said, “you have to talk to them."
