Layton Agrees With KHRC On Veitch Decision

The 31-page report of Robert Layton, chief hearing officer and executive director of the Kentucky Office of Administrative Hearings, has concluded that Hall of Fame horseman and former Kentucky Horse Racing Commission Chief Racing Steward John Veitch was negligent in regard to the Life At Ten situation during the 2010 Breeders' Cup

An article by the Lexington Herald-Leader explains that Layton agreed with the KHRC assessment that Veitch, 66, 'probably' violated state rules in five instances pertaining to the matter, and that he did show "gross negligence" before the 2010 Breeders' Cup Ladies Classic.

The Lexington Herald-Leader article has cited Veitch's attorney, Tom Miller, as saying that his client was disappointed with Layton's report, which he said had some "vitriolic" statements.

"It's a personal insult, so he's taking it that way," Miller said.
