KY Out-Of-Comp. Testing Coming?

It has been reported that in advance of the November running of the Breeders Cup at Churchill Downs, the Kentucky Horse Racing Commission is seeking to implement

new rules which would see out-of-competition testing become a reality.

An article by The Courier-Journal explains that a pair of committees met yesterday to make changes to a draft of out-of-competition testing regulation.

Some of the reported issues which were reportedly discussed were a horse being ineligible to race for at least six months if an owner or trainer refused to allow an out-of-competition test; a potential 10-year suspension for a violation, and at what point an owner would have to be notified.
