ORC Releases Decisions On Sudbury

Sudbury Downs appealed the Notice of Decision dated December 1, 2009, issued by the Deputy Director, which declined approval of the application by Sudbury

Downs to shut down racing for eight weeks and reallocate the race dates within a shortened season.

On December 16, 2009, the ORC issued COM GEN 006/2009 denying the appeal with written Reasons for Decision to follow. Those are reasons are now available here.

There's no doubt that Slots at race tracks have had some positive effects on Horse Racing - providing better purses and allowing some tracks to remain viable.
Unfortunately there have also been negatives as some track owners would like nothing better then to reduce the number of race dates to a minimum and the duration of live racing to a minimum - while operating their Slots 24 hrs a day 365 days a year.

Once again Sudbury Downs has no contract with their Horse People (SURPRISE SURPRISE)
As stated in their news release (shown on this site) they would like nothing better then to continue providing the Simulcast service to their customers.(?) - but if as has been stated, they are demanding 90% of simulcast revenues - then I suspect their horsepeople have no choice but to use whatever bargaining power is available.

The obvious solution is to implement a regulation that would require that SLOT OPERATIONS BE SHUT DOWN at any track that has been unable to successfully negotiate a contract with their Horsemen. This would no doubt encourage both sides to negotiate in good faith.

Instead, the ORC will pay lip service to mediating a resolution - while customers continue to suffer the consequences.

I have to totally agree with Randy Young,it is about time the powers that be realize the obvious.Sarnia is
another track that wants very few race dates but the slots all the time. It would be a great idea to make
the tracks that don't have a contract shut down the slots,but will it ever happen? I doubt it very much.
