Double DQ For Violations; Roegner Triples
There were placings on two occasions at Windsor Raceway on Tuesday evening as a result of violations of the Ontario Racing Commission’s urging rule, and those placings occurred in back-to-back races

Chris Beaver was the first reinsman to have his number taken down when he violated the rule in the seventh race with Havens Buddy, who finished second as the 2-5 favourite. After close examination of video tape replays, the judges placed Beaver ninth for whipping with one hand.
In the very next race driver Donald Harmon was penalized for failing to keep a line in each hand. Harmon and Virtual Cowboy finished second, but were later placed back to ninth for the rule violation.
Trainer Judy Roegner had a productive night at the border oval thanks to her three-win performance. She clicked with Northern Gab (1:55.3), Keystone Rascal (1:57.1) and Rock Paper Scissor (1:56.2) to bring her 2009 win total to 25. She has sent out 633 winners to date while banking more than $2.8 million in the process.

Why punish the bettor for the drivers not obeying the rules. Doesnt sound fair to me.
