Island Breeders Series

Eligibility: For 2 and 3-year-old pacers and trotters (foals of 2014, 2015, 2016) that are Maritime sired or foaled.

To be raced as a Series which will consist of two preliminary legs and a Championship final for each gait and sex category at 2 and 3-years-old.

Conditions:

Cancellation and Amendment: The PEI Colt Stakes Association reserves the right to cancel any or all races for whatever reason. If an event is not raced the Association's liability will be limited to a refund of sustaining and starting fees only without interest. Sustaining fees will be refunded pro rata among only those entering the cancelled race. The PEI Colt Stakes Association, within its sole discretion, may from time to time make amendments to the terms, conditions, and/or to the purse structure of the Island Breeders Series of any kind whatsoever, including added money, as well as nomination and sustaining payments and starting fees, and the person nominating and/or sustaining agrees to be bound by such changes.

Nomination Fees: The series shall be open to Maritime sired or foaled horses for which a nomination fee is paid. Each owner of a horse nominated to the series will be deemed a member of the PEI Colt Stakes Association.

Sustaining and Supplemental Fees: Sustaining payments are required in the year in which races are contested. A supplemental nomination may be made in any year at the time of sustaining. All sustaining and supplemental fees paid in shall be added to the purses for events raced in the same year. All nomination, supplemental and sustaining fees will be allocated to events as follows – 40% to each of the two legs, 20% to Championship Finals.

Starting Fees: A starting fee of $200 is payable for each event leg and is due no later than one hour prior to race time of the event leg entered. A starting fee of $200 is required for the Championship final for each event.

Qualifying Standards: All horses must qualify to race based on time and performance standards established for the Atlantic Sires Stakes or as amended by the participating race track with the approval of the PEI Colt Stakes Association Inc.

Eligibility for Championship: To be eligible for the Championship final a horse must start in one of the two preliminary legs. Any horse entering a preliminary leg that is cancelled will receive credit for starting. A horse scratched from a preliminary leg will not be credited. The top eight in earnings in the preliminary legs will qualify for the final with also eligible horses taken from the next in order of earnings should any of the top eight horses be unavailable to race or fail to be declared. Ties in standings shall be broken by lot.

Declaration to Start: Declaration shall be three days prior to race date excluding Sundays and holidays. All owners declaring in shall be responsible for payment of the starting fee whether or not the horse starts in the event. Failure to pay the starting fee on the date of the event shall result in suspension of all horses owned by said owner from further participation in this or any subsequent edition of the Island Breeders Series until the fee is paid.

Divisions: Horses declared in any event shall be divided according to lot where there are 11 or more declarations to start and no division shall consist of more than 10 starters. Divisions of any trotting event may be made according to sex provided that there are at least 5 starters in all divisions.

Purses: The purse shall consist of all nomination, sustaining and supplementary fees received in the year the event is raced and shall be allocated as previously noted, plus all starting fees, plus a contribution from the host track, plus any sponsorship money added including Government funding designated for purses. All divisions of any event shall carry the same purse based on total purse divided by the number of divisions.

Purse Distribution: Purse shall be distributed to the 5 five starters in any event or division thereof based on 45%, 25%, 15%, 10%, 5% for the first through fifth finisher. If fewer than 5 of the race starters finish the race as a result of a racing infraction or accident then those horses not finishing and without judges penalty shall share equally in any purse not distributed as above. In the event that a race is contested with fewer than 5 starters then the winner shall receive the balance of purse not distributed as above. Purses shall be paid out by the participating track on behalf of the PEI Colt Stakes Association.
 
Track Contribution: The contribution from the host track shall be as follows unless otherwise arranged in any one year:

Preliminary legs - $1,250 per event or division thereof
Championship Final - $2,500 per event final (six in total)

Breeders Awards: An award based on a percentage of purses earned will be made to the breeder provided that the breeder was a resident of Prince Edward Island at the time the horse was foaled. These awards shall be paid by the PEI Harness Racing Industry Association (PEIHRIA) subject to funding being made available from Government programs in support of the Island breeding industry.

Rules: Unless as otherwise specified above the Island Breeders Series shall be contested under the rules of Standardbred Canada and the Atlantic Provinces Harness Racing Commission.
