Manitoba Racing Review Underway

In consultation with the province's thoroughbred and harness racing industries, a review of racing's regulatory framework is underway in Manitoba as confirmed by the province's Justice Minister.

Cliff Cullen told Pembina Valley Online that the province's review of the Manitoba Horse Racing Commission Act will take place over the next several months. The legislation was last modified in 1987.

“In keeping with our government’s commitment to streamline services and reduce red tape, I have asked the LGCA (Liquor, Gaming and Cannabis Authority of Manitoba) to work with stakeholders to identify a framework for regulatory oversight that will ensure ongoing fairness and transparency in horse racing,” said Cullen. “This will also help us to prepare a transition plan to integrate horse racing regulation into The Liquor, Gaming, and Cannabis Control Act, and modernize the legislation and regulation governing the sport.”

The review, set to transpire over the upcoming months, should be completed later this year with recommendations expected in the fall of 2019.

Last November, the Manitoba government released the final report from an external review of Manitoba’s horse racing industry -- independent from this regulatory review -- which focused on the long-term and short-term sustainability of the horse racing industry in the province.
