Brooks: Illinois Subsidy Bill Fine

On Tuesday, December 9, Illinois governor Rod Blagojevich was arrested by the Federal Bureau of Investigations on federal corruption charges. In the days since, there has been much speculation in the horse racing world as the state of a bill, said to be awaiting Blagojevich's final approval, regarding a three-year, $90 million subsidy from the state's richest casinos.

A report on myfoxstl.com tells a story of the governor trying to 'cash in' on Illinois' horse tracks, but the most pertinent news from the piece is that from the final paragraphs.

In the final paragraphs of the article, Lanny Brooks, executive director of the Illinois Horsemen's Benevolent and Protective Association, says that the bill will become law on January 23, 2009, regardless of whether it has the Blagojevich's signature on it or not.

"We passed a bill in and out of Senate executive committee, in and out of the Senate, hand carried it to the House, passed it in and out of committee and in the House on the floor," Brooks said, referring to the bill which passed during the veto session with a three-fifths veto-proof majority.
